60 days or more remaining — that is the threshold
The refund is not a rough estimate based on how many months are left. It is calculated with a statutory formula. The decisive rule is this: on the date you notify cancellation, your Vehicle Licence must still have 60 days or more before it expires. If fewer than 60 days remain, no refund is payable.

How the refund is calculated
The Transport Department states that a refund of the unused portion of a vehicle licence fee is calculated by multiplying the annual licence fee by 0.24%, then by the number of remaining valid days on the licence.
- Step 1: find your vehicle's annual licence fee (see the Transport Department fee schedule)
- Step 2: annual licence fee × 0.24%
- Step 3: multiply that by the number of remaining valid days
Worked example: for a private car (1,501–2,500c.c.) with an annual licence fee of $7,498, if 120 days remain when you notify cancellation: $7,498 × 0.24% × 120 ≈ $2,159. The actual amount is subject to the Transport Department's calculation.
Why 60 days matters
The rule is that the number of remaining valid days must be 60 days or more. If fewer than 60 days remain, the registered owner will not be refunded the unused portion of the licence fee.
In short, if your Road Licence expires within the next couple of months, there will be no refund — worth factoring in when you time the scrapping.
Do I need to apply separately?
No separate refund form is required. According to the notes attached to form TD 184, arrangements for the refund are made once the Transport Department receives your notification of cancellation of the vehicle registration, and the Treasury will inform you about collecting the refund.
Stolen or lost vehicles are treated differently: those cases require police documentation and a written application — a special arrangement.
How the refund is paid out
The Transport Department's FAQ states that the Treasury will pay the refund to the registered owner by crossed cheque.
